At KVUSD, we are proud to support our English Learners on their journey to academic success and English proficiency. Our English Learners (EL) program is designed to empower students by providing access to rigorous curriculum alongside personalized language development support. Guided by our belief in the power of every student, we offer targeted instruction from highly-qualified EL educators who understand the unique strengths and needs of language learners. Support is tailored to each student’s English proficiency, grade level, and learning goals—ensuring every learner is both powerful and present in their education.
District English Language Advisory Committee (DELAC)
The District English Learner Advisory Committee (DELAC) plays a vital role in supporting English Learner students across KVUSD. DELAC serves as a bridge between the District Office, school sites, and families—fostering communication, collaboration, and shared responsibility to ensure our English Learners thrive academically and linguistically.
Comprised of parents/guardians of EL students, school staff, and community members, DELAC meets regularly to advise the local governing board on programs, services, and goals that impact English Learners. This collaborative space empowers families to have a voice in the decisions that shape their children's education and success.

General Information & FAQs
Upon initial registration at any California public school, families must complete the Home Language Survey as a one-time requirement. Based on their responses to the four survey questions, students are classified as either "English Only" or "To Be Determined" (TBD).
Students classified as TBD must take the Initial ELPAC (English Language Proficiency Assessments for California) test within 30 calendar days of enrollment. Their test scores then determine their final classification as either "English Learner" or "Initial Fluent English Proficient."
The ELPAC is the state-required test that measures English learners' progress in developing English language skills across listening, speaking, reading, and writing.
After taking the one-time Initial ELPAC, students are tested annually on the Summative ELPAC during the spring testing window, which runs from February 1st through May 31st.
When a student meets the exit criteria, the school will schedule an RFEP (Reclassified Fluent English Proficient) meeting. This meeting includes the District English Learner Coordinator, Site Principal, English Language Arts teacher, and the student's parent or guardian. If the team decides to reclassify the student as fluent in English, the student will no longer be required to take the annual Summative ELPAC test. However, the district will continue to monitor the student's academic progress for the following four years.
